The statement is, "Pandora admitted to a 23% drop in active user growth." In other words, the rate of growth is declining, in this case by 23%. Nothing was said about a decline in active users. The number of active users is growing, albeit at a slower rate.

I have been unable to locate anything about a 23% drop of active users for Pandora.

Everything I find shows large increases in Pandora's active users year over year.

Can you provide a link or resource regarding this point?
